I had converted my Internet plan from prepaid to postpaid with a auto charge to my credit card. This March, VSNL charged my credit card once in the begining of March and once again in the last week of March for the same amount. As it was charged to my credit card, I had to pay the bill. I cancelled the autocharge to my card (ICICI). I called up VSNL (Tata Communications) about the double charging. In the first call, I was told that there was nothing wrong. When I asked for a written bill with details, I was told that it was not possible. Meanwhile my account was closed and I had no access to my billing online. In the next call, I was told that it was a system mistake and that I will get a refund by cheque. After a month of waiting, I called VSNL again and was told that my internet account was credited with the extra payment. VSNL had now credited my money to a account which I could not use as they had closed it. I pointed this out and asked for a refund. I was told to come to their office with all the particulars for further processing. They had all the information, accepted that the billing was due to a system error, and all I have is 2 credit card statements with identical billings of over Rs 6000/- in the same month. I called up ICICI Bank and asked what I could do about the incorrect extra billing and if they would take it up with VSNL. I was told that they cannot do anything. I guess it means that if anyone fraudulently charges your credit card ICICI Bank will not help you. I was asked to complaint to the police. My account with VSNL was padmamuk@vsnl.com. What can I do to get my money back.

P.S. Please do not authorize any auto charge to your credit card or Bank account. Bank safe guards in India are nonexistant.
