O R D E R

The Delhi Medical Council examined a complaint of Shri Ganga Ram r/o. I - 139, Lal Kuan, Badarpur, New Delhi-110044, forwarded by Medical Council of India, alleging medical negligence on the part of Dr. Meenakshi Thakkar, in the treatment administered to the complainant at Guru Nanak Eye Centre.

The Delhi Medical Council perused the complaint, written statement of Dr. Meenakshi Thakkar and Dr. B. Ghosh, Director, Guru Nanak Eye Centre, copy of medical records of Guru Nanak Hospital, other documents on record and heard the following in person :-
1) Shri Ganga Ram Complainant
2) Dr. Meenakshi Thakkar Professor, Deptt. of Ophthalmology, Guru Nanak Eye Centre
3) Dr. B. Ghosh Director, Guru Nanak Eye Centre

Briefly stated the facts of the case are that the patient was admitted at Guru Nanak Eye Centre on 10.3.2007 for the left eye Retinal Detachment surgery under LA under guarded visual prognosis. Right eye visual acuity was PL negative and left eye was PL+PR.




Patient had left eye total Retinal Detachment. Patient was operated on 23.3.2007 for Vitero Retinal surgery under LA with silicone oil injection. Patient was discharged on 26.3.2007, visual acuity recorded is same as it was pre-operative. Patient was readmitted on 29.8.2007 for silicone oil removal under LA for left eye. The patient underwent surgery for silicone oil removal on 31.8.2007. Patient was discharged on 1.9.2007. His visual acuity on discharge was PL+. Informed consent of patient was recorded at the time of surgery.


The Delhi Medical Council observes that this surgery had a guarded visual prognosis. Even though the operation was an anatomical success (the retina has been reattached) this has not

resulted in any significant improvement in vision. The natural prognosis of untreated retinal detachment is such that gradually the vision worsens and finally deteriorates to PL negative (i.e. no perception of light). Such progression has certainly been arrested in this case.

It is, therefore, the decision of the Delhi Medical Council that the line of treatment adopted in the management of this case was in accordance with the accepted professional practices in such cases and no medical negligence can be attributed on the part of Dr. Meenakshi Thakkar and Guru Nanak Eye Centre.
