icici home loans - read this before applying and avoid blackmailing

I appllied for home loan in November 2011. The agent told me that I can apply for a loan
and thereafter it is my choice on wheather to take the loan.

I was also told that processing fees is Rs 11030 and I will not be charged processing fees without my concent.

In January 2012 I applied for HDFC who were offereing a lower interest rate. I was told by hdfc officials that I had taken a loan from icici.

When I checked with I ICICI, I found a processing fees for 38,000 had already been charged and they refused to close the loan unless I paid 38,000.

HDFC cannot issue me a loan untill the icici loan is cancelled.
