I applied for home loan to IDBI bank on 29th Jan,2009 and got sanction letter on 23rd Feb, 2009. On 13th April, 2009 I got rejection letter stating the reason “Gram Panchayat (GP) can sanction building plan G+2. However it is not authorized to sanction more than G+2 (Ultra Vires Violation)”. As the appartment is on the 3rd floor of the builiding (building name is "rank residency") they rejected my application. But on the same floor (for the same building, but different appartment), they have given loan on 29th April, 2009 and even for the opposite building (samhita nest), they disbursed home loan for 3rd floor on 28th March, 2009.

I have all below mentioned documents in written:
1. sanction letter from bank dated 23rd Feb, 2009.
2. the reason for delay in the disbursement, as the Bank executive misplaced all docs. (written and signed by him on 9th April, 2009)
2. Complaint regarding non-disbursement of sanctioned loan (written by me on 13th April, 2009 and received & signed by bank manager)
3. Clarification for Rejection of Home Loan Application (asked by me on 25th Feb, 2010 and did not get any reply from bank till date)
