Complaint about negligence of p.s.p.c.ltd "punjab electricity board"

Respected sir,
I am Karamjeet singh s/o Darbara singh living in Patran. My electricity account no. is P-71 MS-71-0068H. This account is started by Darbara singh s/o Kartar singh. This account needs 45 kilowatt of electricity. Every month its electricity bill limit is Rs. 65000-70000.It is a bill for an ice factory named after Karamjeet Ice Factory.
There is one more ice factory named after Manjit Ice Factory. Its electricity account no. is P-71 MS-71-0006M. This account also needs 45 kilowatt of electricity. But its electricity bill limit reaches only Rs. 35000-40000.This electricity bill includes electricity bill for large water purification and chilling system, an ice cream factory, an ice factory and a house.
Why the bill for the Second factory is less and the bill for the First factory is more? Is there any problem in my electric meter or the other one? Or is the other person using any illegal means to reduce his electric bills? So, the enquiry of these account meters should be done and give the answer of the question which is stated above .I have complained many times for this purpose but I was neglected every time
What I want from you is to look into the matter & help me solve this problem.
