Sir I heard that M.S.E.D CO. LTD. at Dahanu,Thane employees takes 10,000Rs. for 3 phase meter manipulation (Slow Down) and 2,000Rs. for single phase meter.
Also they themselves break the seal of the meter just to blame the consumer in case of any inquiry.
And to hide the gap in accounts they are overcharging other innocent consumer on the pretext of faulty meter reading (even the meter is working).

So my suggestion is there should be periodic audit of all 3 phase meters and single phase meters so that this kind of corruption prevented.
