Hi, I am Vimal Jain from Visakhapatnam, have been using Citibank credit card since the past 2 years, recently i had received ING VYSYA bank credit card, and bank has offered me Citibusiness instead of my JetCiti Gold card, both cards have a limit of Rs.1,50,000 & 75,000 each. i want to bring to your notice that on 20/3/2009 at 16.22 hrs I received a call from Citibank (ph number 04064189871) a person named Satish claiming he is from Citibank said there is an offer on my card for upgrading of card limit for today i.e on 20/3/2009. for which he wanted my address, date of birth and mothers maiden name were required for confirmation. After giving him the details, he said it would be done in 24-48 hours and i would be getting a message and call from bank on for the confirmation. I called the bank the next day i.e on 21/3/2009 to check on weather i was offered for any limit upgradation, bank said there was no such offer on my card. On suspection, I asked the bank person to block my card to avoid further misuse (it was
not). Yesterday, i.e on 23/3/2009 I called the bank to check the status of my card but the bank person has refused to give any details saying details which i have given is not matched what was available with them. I did not understand what went wrong, on having argument with the person he said he would help me but will not disclose what and where the transaction have taken place, he has given me only amounts and dates. Later, the bank person said my card
has a balance credit of Rs 236 remaining and the rest has been used up. I was shocked on hearing this, he informed me there have been a transaction with Air Deccan on 21/3/2009 and on 22/3/2009 there are several more transactions for mobile recharge for multiple amounts of Rs 1,111/3,300/1,500/ and so on on both my cards. Thereafter, I instructed the person to send me the details, he replied that it will dispatch the same would be send via mail. on confirming my mail id, it was found that mail id was tampered . That's when the bank said they would ship the hard copy to my address. On confirming the address, it was found changed, ditto with the mobile number. NOW THIS IS SERIOUS TROUBLE, the ING card was never used, how could transactions be done on it ? And if there are multiple transactions on a single day, what was the bank doing? Is it not the responsibility of the bank to check with the card holder? If any person calls for change of address, or any details is it not the responsibility of the bank to check and verify with the old number?
Now there is a suspicion, that the information was leaked and carried out from Citibank or an employee of the bank , otherwise how and who will have access to my card a person says he has card number he only required my date of birth and other details. On checking when the details were last updated, the bank person said the latest updates where on 21/3/2009. That's the date from which my Telephone PIN, Internet PIN stopped working. coz earlier i have used the T-PIN and I-Pin to access my details.
Today i.e on 24/3/2009 , I tried calling the bank's Call Centre; they refused to answer my query as details available with them weren't matching their records and they couldn't reveal the data I requested. Instead, they said the conversation has been recorded. Then, I asked them to check the voice data on the date the details were altered. They began telling me that -" I need to cooperate but they will not cooperate, and i do not require to tell them what they
are supposed to do " .
I was informed that Jet Citi business card has already been dispatched and should be reaching the updated address soon. I requested them to do something to stop it.
The shocking thing is if the banks says the address was changed on 21/3/2009, then how can they deliver new card on my old address which has a date of shipping on 9/10/2007, which was suspected to be deliver at wrong address.
I am certain this is a case of Identity Theft which has happened from bank, a bank employee is most likely involved.
I seek your help as the bank is not responding or cooperating in a proper way. Please advise me on what I must do now and if something can be done at your end.
NOW DAY ON DAY IT IS GETTING LATE AND BANK PERSONS ARE NOT PROVIDING HELP COZ THE DATA IS NOT MATCHING, ON CHECKING WITH HIGHER THEY SAYING THAT IT WILL TAKE TIME.

the bastards have taken Indians for a ride.
The call centre is useless everytime you have a new
person answering, you have to repeat your case history

One hard red chilly powder poke from Indians will put them in place
I settled 5 accounts with them, they started charging me
credit shield premium plus on my cards, my account would
go up without using the card... They are bastards, I am with you.

My guess is that most credit card companies are like that.
Though it doesn't help but international practice is much more in favor of the
customers. In UK, the maximum overall cost to the customer is 50 pounds for any
fraudulent transactions (can be challanged in most cases). These intl banks must
bring intl practices to Indian market.

It appears that the cheater collected the genuine vital confirmatory details
from you over phone and then on the strength of that changed the same to new
confirmatory details which he only knows. This is possible and can be done
online or over phone. The card holder is not supposed to give this vital
sensitive details over email, letter or phone because these are the details to
authorise any changes including addresss, phone nos. and email ids. Thus when
you complain over telephone or try online, the genuine confirmatory details do
not match because this have been changed.
It seems the only way is to submit written complaint since your signature would
tally with the company's records. Hope you have done that.

I'm shocked to hear about the information. What to do, its our destiny. How
these foregin banks came to India and playing around with us? There is none to
question or control them. Can it happen in USA Or any Eureopean countries as it
happen in India? No. We need to kick them out from Indian soil. Infact we need
to start a movement aganist foregin banks in India. No regularitory bodies will
initiate action aganist them as its a question - on their survival.
Please lodge a complaint aganist the bank with police and forward this case to
RBI Governor.

shoking but not surprised.there is no implimentation or regulatory body in india
for regulating this type of complain.not even rbi respond in this regard. i am
also the victim of missuse of my adon card provided by SBI CARD in the month of
may 2007 and from that time onward i am following up the bank, there customer
care thru mail and over phone but no result. they are just not cooperating and
delaying the issue.
even they could no be able to send the proof of transaction and the address of
murchent which is as per the RBI regulations . wrote to rbi for what to do , but
no reply.
now my sugestion is to lodge a FIR against the Bank and the unknown. and moove
to consumer court.

This is very bad with you. I would not give you any suggession because you have
all before from others.
I would like suggest to bankers who are providing Credit cards that when any
transaction to be made first send 1 sms of the transaction and take confirmation
Sms from card holder(owner) via registered cell number Even he can charged to
card holder for per sms.
This is my thought to avoid any miss use of Credit card.

SMS facility for any credit card transaction (above some fix amount) is
available may be free of cost.
I am having above facility from ICICI bank credit card - free of charge. However
you have to request bank to avail facility.

thank you for taking your time and giving your suggestions, till on date i have been getting only 1 response from the CITI bank " we are Investigating the matter and it will take 7-10 days" and they are giving me a case number, can any one tell me can i claim damages with the bank for the calls which i am making to them on this case, my mental agony, and the damages which i have caused for 1 month not using card, the expenses which i have promissed for this month,for
diwali shopping, i have reported this matter to RBI, lets see what best i can out of this, i like the service of RBI, coz with in 48 hrs, they called me and checked on with what has happen,
as far as giving information is concern, how will you identify that in the phone is the call from bank or any unauthorised person, if say today i say if you are using any card, and i come to know your card details, i say i am calling from so and so bank, we offer you are limit increase or a loan or some other scheme, for that please confirm your billing address, date of birth and mothers madien name, what would be our reaction we would think that i am maintaing good relation with bank and bank is offering me such service, so in that anxiety we pass on information what we are not suppose, now one thing why do we expect that we will get call from fraud callers.
