Why is the credit card company not refunding my full amount after payment

I purchased an item using my credit card in US dollars on the Internet. The
seller turned out to be a fraud. I stopped my payment but the credit card
company had charged me 3.5% for currency conversion from Indian rupees to US
dollars

I would like to know if the credit card company has to make the full refund to
me? Or the amount less 3.5 %.currency conversion

For eg. I paid $100 ($1= 40 rupees) Therefore total in rupees is 40*100=Rs.
4000.

Now add currency conversion rate 3.5 % ie 4000 X 3.5 % = Rs140.

Total paid to seller Rs4140.

Now How much is the credit card company supposed to refund to me when I cancell
the payment?

Rs4000 or Rs4140 after cancelling the payment.

They will refund u only Rs. 4000/- as the payment was made in dollars and the Rs. 140/- was the conversion rate. Why will the credit card company suffer a loss of Rs. 140/- if the seller you were dealing with came out be a fraud. It is your mistake and you will have to bear that loss of Rs. 140/-.

i am holding a citibank gold credit card.and the card got expired,so its closed.But bymistakenly i had transferred rs.8500 to this account using my online SBI account.As it is online transaction,amount got transferred.then immediately i called to Citi bank asking to refund that amount.first time when i called they told they will be sending the amount as a DD.i called them on Aug 26th 2011.till now i didnt get the amount as DD.till now i had called them around 10-12 times.but there is no proper information .last time when i called them,they had told that it takes 45 days,that means i need to wait another 15 days.but if i am not available that time again the DD will go back to the bank.again i need to follow them.
but they not giving exact details when i will get.and i wanted to know one more thing,if we are paying creditcard bill late,then late payment fee(interest) will be added.then why this rule wont apply when they are paying us late?

and if i don't get the amount in another 15days whom to contact?as there is no particular citibank creditcard session.

Please suggest me.
