respected sir/ madam

my self radhika and i want to know about one of my problem. im a bank defaulter and i have two car loan from the same bank. i pay the emi on time without any delay. But now bank not provide CAR NOC. please tell what can i do to receive my both car noc. Can a bank hold my car noc? to recover the credit card psayment? please tell me how i get my car noc from bank.
