My case is as old as 1998. I bought a Maruti 800 from Rohan Motors,NOIDA with the help of a car loan from Maruti Countrywide.They recovered the money from me completely and in November 2003 they sent a man to collect dues due to a bounced cheque, which I paid on the spot. He promised that an NOC would be sent, as far back as Nov 2003.No NOC was sent.

After that now when I need an NOC in 2010 to sell my car, they come up with a penalty of Rs 12720/= out of the blue, without having informed me of this since the last 6 years, ensuring that penalties will add up as long as they do not inform me, and after even collecting the dues in November 2003, due to a bounced cheque, they did not send me an NOC for the last 6 years!
Is this not harassment, that they now want me to pay 12720/= in cash to the courier, who will bring me an NOC.
