Dear Sir/Madam,

I stay in Pune. In the majority area of locality in Pune BSNL has laid its cables
and is providing land line connections. But it is refusing to accept my application
for a BSNL land line, saying that they have not laid cables on the lane where my
house is and they don't have any plans to do so.

They are not even accepting my application for a landline conenction.

Can this issue be reported to a consumer court for "Refusal of Service"? If yes, can
you let me know how to proceed about this? I am ready to do the necessary spending
to teach the local BSNL officers a lesson.
