(1)You can take the matter to the District Collector(VELLORE DISTRICT).The complaint may be addressed to the Collector mentioning the TASMAC WINE SHOP NUMBER .
(2)You can make a specific complaint with the Inspector of Labour/Deputy Controller of Legal Metrology, Vellore,by mentioning the TASMAC WINE SHOP NUMBER.

If you are still not satisfied, you may take up this matter with the any of Local Consumer Forum.
