I had deposited cheque # 630216 dt. 31.03.2009 for rs.10952.00 in my hdfc bank account # 00441050207480 in the name of kailsh singh at hdfc bank ltd arjun marg branch in gurgaon which was bounced for no reasons.

I have been following up with the bank for my cheque but not recd as yet.

Request your help to resolve the matter & take necessary action against the such banks.

Dear Sirs,
I am Son in Law of a retired SBI officer Mr. Ramawatar Prasad Who is in the age of
65 years from Bhagalpur, Bihar.

Mr. Ramawatar prasad has served his full life for SBI and retired thereafter. He was
admitted in the ICU and was to undergo an emergency surgery at an Hospital in
gurgaon.and treatment which costed around 4 lakhs rs.

His wife Mrs Putul devi was serving as full time attendent to her at the hospital
and am the lone male member organising everything. The Surgery was to be carried out
on 16th October.On 15th Nov , Having full faith in his long term association with
SBI.he got the Cheque of !.5 lakhs Bearer cheque signed from his wife ( having a
joint Account ) with me as the beneficiary.

I went to SBI gurgaon branch in Keanes building ( Ground Floor), Opposite to the
park Plaza, Gurgaon.( Sushant Lok-1). I went to bank at 3:15 PM and met MR. Sahni
and seeing the cheque, he said that otstaion cheque cannot be honoured more than
50,000 Rs.

I rushed back to the hospital to get the sign of Mr.ramawatars wife again..and came
back again at 3:45 PM with the ammount written on the cheque as 50,000. Now Mr sahni
said that i cannot recieve the money on the bearer outstation cheque . Only Mr
ramawatar prasad or His Wife Mr.Putul devi could recive the ammount.

I showed him his hospital reports stating that he is the ICU and he needs money by
tommorow for his urgent heart surgery. He said me to contact Mr Anant. I conctacted
Mr anant and he said that the bearer outstation cheque cannot be honoured to me.
Even when i was carrying all my Identification.

I explained that Mr putul devi cannot come as she is an attendent and we both cant
come together as someone has to stay there with her.If she comes then i have to stay
there and she is new to the gurgaon City and cant come alone.I asked if i could get
an authority letter from her stating the reciept of money.But he denied.

I requested Mr sahni if he could Allow me 5-10 Min delay ( Bank closes at 4:00
PM....I could at best come at 4:10 PM) so that i cpuld be back with Mr.Ramawatars
wife.to personally get the cheque honoured.But he further denied.

Finally i had to return empty handed and the time elapsed. and the bank got closed.
I had to resort to other emergency means...Borrowing from Friends, Relatives and
finally at night 9:30 PM. i managed to arrange for the full ammount of 1.50 lakhs
despite having the full ammount in the self account.

I qould request you to clarify me few things. O undrstand it's at the bank
discretion to answer the questions.But as a responsible member of a reputable bank i
atleast expect some response.

1) Why do you not allow encashment of more than 50,000 Rs on the outstation cheque.?

2) Why should a bearer cheque be not encashed to a bearer and to only the member of
the account Holder. This totaly Defies the Whole issue of the bearer cheque.

3) Why didnt Mr Sahni tell me at the first instance that the money can be disbursed
only to the concerned account holder? He wasted considerable time which could have
life threatning consequence to a retired SBI Officer.

4) Even After Showing the medical report and repeated request , on behalf of a
retired SBI Officer , No one paid a heed to my requests?

I would request you to kindly response to me for the same.
I would also like to clarify this whole issue through an RTI application. and then
respond accordingly.
