you can lodge the complaint to ombudsman, who is looking after the public
complaints in RBI you can lodge the complaint through web also addressed to
ombudsman officer of your city.

Attached is my complaint to ICICI and their reply. I would require to file
complaint in consumer court because:
1)In spite of my letter dt.27th Nov.2006 offering to to pay the balance
outstanding on my credit card ICICI did not reply, did not inform me outstanding
and its details.
2)I have already paid Rs.31,910 upto 27-11-06 (including Rs.20,000/-on 27th
Nov.06 when I wrote the above letter to ICICI.
3)After about a year all of a sudden they debited Rs.37,613/-without giving me
details/without notice.
4)This deficiency in service has caused lot of problems/financial trouble to me.
5)where and how I should lodge a complaint? Pl.guide.

you can raise a complint through icprc or through district consumer court as
well.
First you send letter to bank. if no reply from your bank, you send another
reminder reply warning "If no response/action at your end with in a three days,
I will have to seek legal remedy through Consumer Forum, holding you liable for
all the costs and consequences arising thereon."
Immediately you will get good solution in this regard.
