Default Excess debit by UBI on ATM Transaction

I had made an ATM transaction on 31.03.2012 at 1016 hrs with the ATM of United Bank of India (ATM ID - AKL1073U) located in Kaikhali, Kolkata and had withdrawn Rs. 10000/- (Rs. Ten Thousands only) vide transaction no. 292263 However, later on, I found out that an amount of Rs. 30000/- (Rs. Thirty Thousands only) instead of Rs. 10000/- (Rs. Ten Thousands only) has been debited from my S/B (account no. 728201011000639) against this transaction. I had made only a single ATM transaction on 31.03.2012, that to for only Rs. 10000/-. Due to some system fault of bank, an additional amount of Rs. 20000/- had been erroneously debited from my account. I had given a complain to my bank on 02.04.2012 and an amount of only Rs. 10000/- was returned back to me, instead of Rs. 20000/-. A second complain was given to the bank on 24.04.2012, which was forwarded to concerned authorities by bank through their i-net system vide txn ID 364281751, however till date no action has been taken and I have not received my money back. I am continiously in touch with my local branch, where they keep on telling me that the complain is already locked so they can not do any thing. On my request they have send email reminders to concerned authorities on 17.07.2012 and 08.08.2012. I request your kind intervention in resolving this issue so that the balance Rs. 10000/- is refunded back to me at the earliest.

PS : This complain was forwarded to Vijaya Bank through their Grievance Redressal System website and they have informed that "Out of the three complaints, one was accepted by United Bank of India on 16-04-2012 and the amount was credited to mya/c on the same day. The remaining two transactions were rejected by United Bank of India on 13-04-2012 and 28-04-2012 respectively. According to them, both the transactions were successful" This is utter lie as the debit card was swiped only once. this fact can be varified by the video recording of the transaction at the bank.
